this is the one closest to the riots.
It gives you the most obvious shot at Strandberg.
I took him outI'm on PS4 so I cannot take a decent screenshot of the map, but one of the lower rooftops nearby is dead across the market from the General's office. It's almost too perfect, geographically speaking. But I have not been able to establish line of sight.

Eastern rooftop
this is the one next to the shisha lounge, where the ex-head of embassy security lady hangs out.
Gets you a shot at Strandberg, although part of his routine is obfuscated by the arch.Question - can you shoot Strandberg through the glass with the silenced rifle?
Headmaster rooftop
Again, the headmaster's rooftop has a triangularly shaped area which seems too good to be true. The very edge of this area almost gives you line of sight with the General's office. Some bushes are annoyingly in the way. Haven't properly tried sniping from here.Headmaster rooftop, continued
from this rooftop you can climb up and do some ledge-climbing. It takes you to a sniping nest right on top of the school's entrance courtyard. Perfect for sniping although hard to escape from if you are spotted? (I suppose this rules out non-silenced rifles?)
