Prime TimeStep 1: Head east out of the entry location, grab the poison for the rats and go to the apartment near the courtyard to secure a membership card.
Step 2: Enter the members only area, and snag a waiter outfit.
Step 3: Poison the Camera man's Shisha pipe so he vomits and you can follow him into the bathroom and grab his clothes.
Step 4: Follow the news team into the Consulate, but enter the grounds on the left hand side to avoid the metal detectors.
Step 5: Head quickly into the basement area to grab a remote explosive.
Step 6: Follow the news team inside and place a bomb in the adjacent camera.
Step 7: KABLEWY!
Step 8: Reload, head upstairs and drop the moose on the banker
