While attempting to avoid massive leaks, there are a lot of fun references in the file to a lot of things. From the public side we have the following knowledge:
From Game Data (and names)
People have found this, so I'm going to repeat it.
- "The Shadow Client" (in the clips and story);
- "The Shadow War" -- it's a lot cooler than it sounds, and that takes some work because a shadow war sounds no less than pretty cool;
- CICADA vs. Providence (speculation) further speculation that this is the shadow war.
From Elusives
- The Elusive Targets are building a storyline in the universe, parallel to what's happening.
- Torben said on the last stream we'd hear more about him after the season;
- The Silent Man was originally an ET, he was replaced with the Cardinal. He is not dead, here's a fun hint:
Contextually the question was about whether or not he'd be in the setup with a heavily guarded setup but not talking. You'll see all bar the original tweet (which gave a huge hint to who he was, but is no longer).

To make things more cryptic, this came after questioning Torben about "The Silent Man":
This confirms that Torben is writing a little universe in the back of the elusive targets. Some are non-canonical (Busey, Spodey, other real world leak ins). His use of "canonically" makes me think this lore is important. It also fits in with the story, save for the hits themselves -- the hits sure aren't canonical, but the people are. The Silent Man surviving is probably no accident.
Datamining
Without leaking too much more there are a lot of things that add up in the Elusive Targets. Yes, I've leaked so very much, but they're culminating. Out of order, the hints are nearly meaningless, but we know there are a few things happening.
- Simone Larin is alive, and is most likely not the unknown Gold Digger, as it was Sergei (The Forger, or
tequilasunrise
) who married into money, not her;- There are other female targets, but we have their names;
- There is a female name I haven't dropped (who is likely The Gold Digger), but only partial data exists on her;
- The Forger (

) was likely bumped off by Simone Larin;- The Pharmacist (

) fits the story.- Data pertaining to Landslide (the third bonus mission) makes a reference to a shadowy figure who communicates with others.

If we take the lore, given in the numerical order assigned, we're likely to see the missing pieces a bit clearer. Sequences are important. I get the feeling, based on minor changes in the text, and some choices being made, we have a background figure. The old "Silent Man" figure may be gone, but all of the non-canonical lore is, in itself, canonical. It's adding up to something special.
Note though, as you look, flashbacks occur before the targets, and the story seems to be after. While it won't have a long term, or lasting, impact, there exists a shadowy figure behind it all, using the others as a pawn. As we know that figure isn't Soders, or "The Shadow Client" or rather, it doesn't really add up that it would be, the ET line has its own storyline going on.
