When you give the DNA to Francesca it results in her throwing it into the fire. There was nothing to tip the player off that she was going do that. And once the player realizes that the opportunity is there when she stands by the fireplace, there isn't enough time to get to the attic to execute it. So, in the context of the game, the only way 47 can use the propane tank to kill her in this instance is because he's a mind reader.
